STATE OF THE MUNICIPALITY ADDRESS 2013

From noon of June 30, 2010 there are only three months left of my second term as the Local Chief Executive of our town which ends at noon of June 30 this year. The last two years and nine months have been very fruitful and memorable times of my governance together with the people who helped in
every way possible to bring about what I consider as a successful journey towards attaining our goals under the battle cry “ Buhion an Gigaquit.”

 As in the first term I had been able to get the whole hearted support of the Sangguniang Bayan of this town. For this, may I express my appreciation and gratitude to the kagawads of the Sangguniang Bayan, individually and collectively, for without their support, my administration would have been less successful. There had never been a time when the Sangguniang Bayan refused to give legislative authorization and support to our plans, programs projects and activities, thus, making smooth their implementation by my office. The SB kagawads deserve our support to enable them to continue giving their kind of service to the Gigaquitnons.

This goes without saying that the department heads and other functionaries of this local government unit have been my able partners in governance. Their knowledge, talents, skills and industry have contributed immensely to the attainment of our goals and objectives. To them I give much credit for the modest success of my administration.

Too, we are not an island into ourselves. We need reach out to people who can give us the kind of assistance we all desire to have to ensure success of our endeavors. I refer particularly to our representative of the second legislative district, Cong. Guillermo A. Romarate, Jr. and the province’s chief executive, Gov. Sol F. Matugas, together with the Vice Gov. Arturo Carlos A. Egay, Jr. and the members of the Sangguniang Panlalawigan.

But my biggest inspiration comes from you, my dear Gigaquitnons, whose love, kindness, generosity, industry, support and perseverance have touched me greatly. Your support for me has urged me to give back to you the kind of service that you deserve. Service the public can call upon and rely on. Service that is available by our presence during our day to day encounter, and not just because of the elections.  

At this point, therefore, I wish to give my report on the state of the municipality in compliance with my mandate to govern in the spirit of transparency and accountability. My report covers the areas of Governance Fundamentals, Administration Governance, Social Governance, Economic Governance, Environmental Governance and Infra-structure Support, as well as what we shall do after.


GOVERNANCE FUNDAMENTALS

For the purpose of making transparent our delivery of service, we have put up in every office the Citizen’s Charter which serves as guide for our client, on what, where, who, and how to go about transacting with the various offices of our municipality. The Citizen’s Charter is framed and placed at conspicuous places near the office to be transacted with. We also have set up at the municipal building’s lobby the complaint and assistance desk as the first line of encounter with our individual offices. We have complied with the law on procurement of supplies and materials and the bids and awards of projects by availing of the electronic system set up, for this purpose, as well as the requirement of publication of bids in broad sheet newspapers.


We have put up a bulletin board in the main lobby for the purpose of documentation and enabling the public to read any paper relative to the vital operations of our LGU.

For the active participation of the citizenry in governance, we have made functional the local special bodies mandated by law to be created, such as the Municipal Development Council, the Local School Board and the Local Health Board. We have created other bodies where the active participation of the private groups is availed of, such as the Municipal Anti-Drug Abuse Council, the Municipal Economic Advisory Council, the Municipal Disaster Risk Reduction Council, the Municipal Tourism Council, the Local Disaster Risk Reduction Action Team, the Municipal Agriculture and Fishery Council and the Local Poverty Reduction Action Team.

Many of our municipal projects are implemented by civil society organizations. Most of the CSO’s are people’s organizations, such as farmers organizations, fisher folks organizations, women organizations and others who are implementing projects under the MRDP-CFAD, MRDP-NRM and KALAHI-CIDSS programs. This scheme of implementation has many beneficial effects whereby people organizations are empowered not only in the choice and preparation of projects to be undertaken but also in the manner of implementing them. The capability building part in project implementation really is making our people improve their skills in the many aspects of this activity. We are fortunate to have been included in the poverty reduction program of the National Anti-Poverty Commission (NAPC) of the Office of the President, wherein we are currently implementing the programs for the allocated sum of Php 8M for poverty reduction program. We have started planning for year 2014 projects under the Bottom-up-Budgeting (BUB) process for the estimated amount of not less than P15M as the minimum. We are authorizing people’s organizations more particularly the women’s group to monitor projects in the barangays. There is a definite need for a monitoring system actively participated in by citizen’s groups. In this manner, monitoring is not biased. It is more realistic and more acceptable.

On financial accountability, we maintain a cash flow statement at the end of every month to know our cash position always. A monthly statement of local income from real property tax, business tax and permit and other local income is made by the municipal treasurer. We have a system of internal control set by the finance management group composed of the MPDC, the Budget Office, the Municipal Accountant Office and the Municipal Treasurer’s Office.

As already stated we have placed financial documents on a bulletin board for perusal by the public, such as the papers on bidding of all projects, the statement of revenue and expenses and others.


ADMINISTRATIVE GOVERNANCE

We have institutionalized the establishment of an Annual Municipal Development Plan and an Annual Investment Plan through the Municipal Development Council which the Sangguniang Bayan duly approves. We have revised and updated our Municipal Revenue Code, enacted a Unified Fishery Code and a Municipal Investment and Development Code. Income in real property tax has increased by 140% last year making us the third highest in collection in the province on real property tax. We have imposed registration fees for our recreation facility namely, the new Town House 2 with seven air-conditioned rooms and a big function hall on the ground floor. The allure of Doot beach, the diving activity at the Cagban islet and Borazon Reef fish sanctuaries and the Cuyapnit cave exploration, are part of the economic enterprise of our municipality.

On the 2013 budget we have allocated the mandated 20% development fund and the 5% calamity fund for the purpose these funds are set up. We are increasing the salary of our employees by adopting the second tranche of Budget Circular No. 95 issued by the Department of Budget and Management. We did this because we are the only municipality which has not implemented this salary schedule while other municipalities are already on the third tranche of Budget Circular No. 95.

There is an allocation of P4M in our municipal budget for funds for national projects which require counterpart funding, most especially on the Kalahi-CIDSS and MRDP projects and the Department of Agriculture farm-to-market-roads. We must realize that nowadays most nationally funded projects for the municipality have to have a municipal financial counterpart.

The 20% development fund in the total amount of P9, 329,692.60 is allocated also for social development, economic development and environment management projects and for fund counter parting requirements. While the 5% calamity fund of P2, 539,073.15 is reserved for relief items, disaster risk reduction preparedness and disaster prevention and mitigation measures.
The Special Education Fund is allocated for school board teacher’s honorarium, activities of schools and repair and rehabilitation of classrooms. The said fund of the municipality shall be utilized for administrative activities which include salary, honoraria, travel expenses, maintenance and other operating expenses and others. We have allocated for agriculture, social services, children development, health, peace and order and infrastructure projects. For trainings, capability building and human resource development, we have allocated funds directly for training’s travel expenses and training participation fees.


SOCIAL GOVERNANCE

SOCIAL WELFARE PROGRAMS


            AS of December 31 last year, we enrolled in the Pantawid Pamilya Program 1, 253 households, who received a total of Php 7,764,400.00 for cash card and Php 406,898,000.00 for over-the-counter payment. CFL electric bulbs were distributed to 1,277 households.

            We disbursed P250, 000.00 from our local fund as emergency assistance for individuals in crisis situation to 217 clients to meet their emergency need for medicines, medical attention, hospital, burial and transportation expenses.

            Persons with disability and elderly persons welfare program was extended to seven disabled persons who attended the Christmas party given by Gov. Sol F. Matugas. Senior Citizen beneficiaries’ numbering 131 were extended Social Pension in the amount of P786, 000.00.

            Under the Sustainable Livelihood Program, a total of 255 beneficiaries have been extended loans in the aggregate sum of P2, 472,550. For the Self-Employment Kaunlaran or SEA-K program, 345 beneficiaries have been extended capital seed loans in the aggregate amount of P3, 008,000.00

            I congratulate our livelihood program beneficiaries for a successful implementation of their livelihood projects as indicated in the 85 percent repayment capability.

LIVELIHOOD   PROGRAM


            We were able to register with the Department of Labor and Employment last year eight organizations engaged in livelihood projects under the MRDP-CFAD funding. Fifty (50) twining machines were distributed to the members of the Municipal Federated Women’s Organization.

            A total of P6, 920,831.00 was given as grants to 16 different farmers organizations from the different barangays of our municipality. The funding came from MRDP in the amount of P5M, from the provincial government P1M and from our local funds P1M.

            From the provincial government through Gov. Sol F. Matugas, we were able to request funding assistance of Php 5M for livelihood projects of Lahi, Sico-sico and Camam-onan.

HEALTH SERVICES

            In health services, we have constructed a birthing clinic which we inaugurated last August 25 with funds provided by the provincial government in order to achieve a zero mortality rate among women and infants during delivery. We are replacing the old health center with a completely new one which we hope to finish within this month. Aside from the new barangay health stations erected in barangays Lahi, Sico-sico, Camam-onan, Villaflor and Anibongan which we inaugurated last year, we are starting the construction of other barangay health stations this year in San Isidro and San Antonio. All of these are funded from Kalahi-CIDSS funds coming from the DSWD with counterpart funds from the municipality and the barangays. For the 2nd cycle of Kalahi-CIDSS we have put up P1.6PHP in cash and another 1.6PHP in kind. We have allocated funds for the purchase of medicines from the General Fund of the municipality and the capitation fund from Philhealth. We have purchased also equipments for various health services. For laboratory expenses, we spent a total of Php 1,098,428.75 for various laboratory services through our service contract supply with St. Peter Laboratory based at Claver and for medicines purchased with funds from our local government unit and the capitation fund.

NUTRITION

            We conducted Operation Timbang last February-March last year in all barangays of our town which shows a number of severely malnourished children. We have addressed the problem of malnutrition among those discovered as severely malnourished. Also, we have conducted information and education campaign on nutrition in all the barangays. We have implemented closely the Kalamunggay-In-Every-Home activity which requires every household to have a kalamunggay tree planted in their premises.

POPULATION PROGRAM

            Pre-marriage counseling sessions numbering 18 were conducted with 55 couples counseled by the three (3) core counseling group from the Municipal Population Office, the Municipal Social Welfare Office and the Municipal Health Office. Responsible parenting and family planning classes were made targeting mostly 4P’s beneficiaries. Population Development Club was organized in GNSHI and municipal level Pop quiz was conducted.

SUPPORT TO EDUCATION


            We allocated from the special education fund the sum of P390, 000.00. This was appropriated for the honorarium of school board teachers, repair of classrooms and various academic programs, activities and contests of the DepEd including sports and extra-curricular activities. We have constructed a two-room school building from funds coming from Kalahi-Cidss and another two-room school building from the PDAF of Sen. Edgardo Angara at Gigaquit Central Elementary School. Two pre-school buildings have been allocated for Gigaquit Central Elementary School and Ipil Elementary School, respectively, where construction is on-going.

Project BEST or Barangay Education Sector Team is implemented vigorously with the end in view that we will achieve the 100 % enrolment of all children of school age and a zero drop-out in the schools in the district.

On the requirement for advance technology on communication we have put up the Community Electronics Center (cEC). After training two technicians for this program and providing one computer unit, the DOST/NCC granted us four computer units for this program.

We also inaugurated last August 25, 2012 the municipal library which is created in a new air conditioned building at the municipal building premises. We received several donations of book and magazines from Gigaquitnons abroad. The Lumad Gigaquit Worldwide (LGW) gave cash assistance for the construction of the library building for which we extend our gratitude to its members.

DISASTER RISK REDUCTION MANAGEMENT

            Disaster preparedness is a very important focus of our administration considering the numerous calamities, natural and man-made, that are occurring in our country today. It is said that this natural calamity, more particularly typhoons and floods, have come about because of the imbalances in our ecology and the onset of climate change. Man-made calamities have occurred because of degradation of our forests and the indiscriminate and indecent disposal of our solid waste. In this regard, we have been chosen one of the 3 municipalities in our province for the Comprehensive Land Use Plan which integrates disaster risk reduction management and climate change adaption. I am happy to report that we have finalized our Comprehensive Land Use Plan already with the assistance of the National Economic Development Authority and the Housing and Land Use Regulatory Board.

            We have conducted disaster preparedness training in the municipal level and we plan to continue to do so in the barangay. We have purchased some basic preparedness equipments in the total amount of P 205,000.00. We will be utilizing this year a part of the General Fund to undertake infrastructure projects that are related to disaster and mitigation purposes.

PEACE AND ORDER SECURITY

            Our Municipal Peace and Order Council is functional and we conducted meetings on  peace and order and security matters which were attended always by the military, particularly the Battalion Commander of the 30IB PA which has one of its company in barangay Mahanub. The military has conducted several patrols in the area of Gigaquit where there are sightings of armed groups believed to belong to the NPA at barangays Lahi, Sico-sico, Camam-onan and Mahanub. A CAFGU detachment is also stationed at Sico-sico.

            Aside from the military the provincial office of the Philippine national Police is always present at the MPOC meeting to brief on the provincial as well the municipal, peace and order situation.

            Our Municipal Police Office renders periodic report on the crime situation of the municipality which overall is categorized as a peaceful community. We have addressed the illegal drug use among our youth by organizing a Municipal Drug Abuse Council and the Municipal Anti-Illegal Drug Youth Council which conducted a symposium on illegal drugs with the participation of a staff member of Sen. Vicente “Tito” Sotto. As a result, our police had been able to effect three drug arrests where the suspects now are facing criminal cases in the Regional Trial Court of Surigao del Norte.


ECONOMIC GOVERNANCE

SUPPORT TO AGRICULTURAL SECTOR

In agriculture, we distributed 514 bags of certified seeds, 20 bags of registered seeds and 10 kilos of vegetable seeds which benefitted 1,050 farmers. We also gave 210 pieces of grafted mangoes 2,000 pieces of assorted forest trees to 200 farmers. In organic fertilizer production, we produced 850 kilos of vermin-cast, 250 kilos of vermin compost and 22 kilos of vermin. We also acquired and distributed assorted rodenticides to 476 farmers we acquired under Kalahi-CIDSS MLGU and BLGU program a farm tractor, in Villaflor, a power tiller in San Isidro funded under MRDP-CFAD. We assisted 17 farmers in watermelon production project in an area of 11.50 hectares also under MRDP-CFAD component.


In the livestock development program, twenty two heads of goats, 68 heads of swine and 22 heads of cattle were dispersed/redispersed, benefitting 40 farmers. We produced   7.45 liters of assorted agricultural drugs and biologics. We conducted anti-rabies vaccination of 147 heads of animals, deworming of 119 heads of cattle and carabaos 118 heads of hogs and goats, and treated 79 heads of large animals and 185 heads of small animals, castrated 6 heads of piglets and made artificial insemination to 10 heads of sows, serving 508 farmers.

In fisheries, we acquired and dispersed 60,000 pieces of bangus fingerlings, 250,000 tilapia fingerlings and 40,000 pieces prawn fry to 28 farmers, and 12 units of fishing nets. To reforest our mangrove areas, we planted 1,375 mangrove propagules given by BFAR and 33,320 from our MRDP-NRM project.

Extension, education and research development program was implemented where we conducted techno-demo on specific site, on “tipid abono on corn”, site specific nutrient management on corn, rice-varietal trial in saline areas, FFS-season long training on vegetable production, and bangus polyculture and tilapia production in cages.   

AGRICULTURE SUPPORT

            Multi-sectoral support services were availed of. We continued with our credit facility from LGU fund where seven farmers were granted loans. We organized and registered 13 people’s organizations and we assisted these PO’s in identifying and preparing project proposals.

            We facilitated the implementation of MRDP-CFAD projects and monitored the on-going and completed ones, such as falcata and abaca production, banana production, mud crab and bangus poly culture, solar dryer with warehouse, flat bed mechanical dryer, foot bridge   , nipa shingles-making, mud crab culture in mangroves, bangus and siganid (boras) poly culture, crab gill net, pre-post harvest facilities, vegetable production using vermicast and watermelon production.

            In order to facilitate transactions involving lands in barangay Lahi, Sico-sico and Camam-onan, the Department of Agrarian Reform implemented its land titling program in this area.  The survey activity is now complete and validation is on-going. In due time the titles will be issued. A total of 2,400 lots encompassing 5,000 hectares of governant-owned lots in the Lasicam area were involved in this program.

            To open the potentials for agricultural development of the Lasicam area, we were able to request from Gov. Sol F. Matugas the sum of Php 35M for a farm-to-market road sretching from the boundary of Sapa, Claver to sitio Tomorok in Camam-onan.

FISH SANCTUARIES

 We have established fully two fish sanctuaries in Cagban islet and at the Borason reefs between Cagban islet and Nagubat islet. These are operational fish sanctuaries which have spawned several fish species and have restored some of the most beautiful coral formations at the Borason reefs. Member of Barangay Alambique Fisher folks Association guard these fish sanctuary very well.

            Speaking of the Barangay Alambique Fisherfolks Association (BAFA), we should give them credit for the successful implementation of these fish sanctuaries. A very important contribution from them is the apprehension of several fishermen illegally fishing in the municipal waters of our town.   

AQUA-CULTURE

            Aside from bangus fish culture we have several mud crab and siganid (boras) fish fattening projects conducted by fisher folk associations in barangays Alambique, Ipil, Villafranca, San Isidro, Villaflor and San Antonio.

AGRICULTURE INFRA-STRUCTURES

            We have established flat-bed solar dryers with warehouse in Poniente and Mahanub and constructed multi-purpose dryer pavements or MPDP in Villafranaca and Villaflor. We have been offering MRDP projects to those who would make available areas for construction of these solar dryers.

ECONOMIC GOVERNANCE

            We are establishing economic enterprise activities for the purpose of augmenting our local revenue.

            Thus, aside from the income from Townhouse I constructed during the term of Mayor Domingo Perral which we have renovated, we have constructed Townhouse II which has seven air-conditioned rooms and individual bathrooms and the function room of Townhouse II which is also the site for livelihood training activities of the Gigaquit Women’s Center for Training and Development.

            We are finalizing the rental rates for beach cottages and beach picnics, the dive at Cagban and Borason reef fish sanctuaries, the Cuyapnit cave exploration, the Baoy river cruise and wall-climbing activities and the use of the multi-purpose hall and rental for tables and chairs.

            The Sangguniang Bayan has enacted the Municipal Investment and Development Code to entice investments to our town. Investments for tourism development is our primary goal as tourism is our other hope for poverty reduction in our town. Tourism also as a program complements  our environment program.


ENVIRONMENTAL GOVERNANCE

            We have adopted through a resolution by the Sangguniang Bayan a “No Mining” policy to prevent the destruction and the preservation of the mountain ranges of barangays Lahi-Sico-sico-Camam-onan, or the Lasicam area, especially at the majestic and highly mineralized Maganlo mountain.

            We are implementing a river bank stabilization project along the banks of the Baoy river stretching from barangay Villaflor to barangay Camam-onan. At the same time, we are replanting trees at the agro-forestry projects at Camam-onan and Mahanub along roads and highways. Last year we have planted at least 40,000 trees of several species like accasia mangyum, falcate, malunggay, narra, molave and rubber and fruit trees like rambutan, lanzones, durian and kalamansi.

            The restoration of our mangrove is being given impetus, specially along the corridors of the Alambique and Anibongan rivers.

            Our solid waste management project is now in full swing with segregation of wastes at home at the core of this program. We are gathering on schedule garbage from barangay material recovery facilities for disposal at the municipal material recovery facility. Information and education campaign is regularly conducted. We have a solid waste management ordinance already.

            Our cleanliness and beautification campaign is an important adjunct of our environmental program wherein we had been adjudged one of five finalists in the search for most outstanding barangay conducted by the provincial government.

            We now have a comprehensive land use plan which integrates disaster risk reduction management and climate change adaptation as a result of being one of the pilot municipalities under this program.

            This is a whooping sum of Php 35,182,087.30. If we add the Php 35M F-M-R for Lasicam, the total is a mind-boggling sum of Php 70,182,087.30.


WHAT IS AHEAD FOR US?

            After my second term as local chief executive ends on June 30, 2013, with God’s grace and your valuable support we hope to accomplish for the next three years the culmination of the programs that we have already started.

            On livelihood, we will endeavor to get more projects from the Mindanao Rural Development Program (MRDP) which has catered to our community-based plans for poverty reduction. To this end, we have set aside in our 2013 municipal budget the sum of P4M to answer for the counterpart requirements of these projects. As in the past two years, we hope to get the assistance of the provincial government to augment our counterpart financial responsibility.

             Still on livelihood we will continue to tap the resources of the Department of Labor and Employment, and the Department of Agriculture for income generating projects and the Department of Trade and Industry to make our wine the well-know Gigaquit Rum or “las-ay” competitive in the market. The holding of the “Las-ay Festival” celebrates this wine-making industry in our town.

            On tourism, we had been advised of a Php10M allocation for the development of our Cuyapnit cave, the Baoy river cruise, the wall-climbing activity and a zip line ride from Cuyapnit cave down below the Baoy river. This is expected to generate revenue for the municipality and income for service providers. The money comes from the Tourism Infastructure Economic Zoning Authority (TIEZA).

            We hope to generate investments for the full development of our beaches at barangays Ipil, Alambique and Anibongan and the dives at our Borason reefs and Cagban fish sanctuaries.

            On the potable water supply, we are applying for a loan from the Municipal Development Fund Office (MDFO) and at the moment we had been advised to send the project validation documents for this waterworks system. The previous engagement with the Local Water Utilities Administration (LWUA) did not push through because the money for water had been taken back from LWUA to the Department of Health and the latter caters only to providing water supply to waterless barangays.

            After the lodging back of the funds for the water supply program to the DOH, we had been allocated by DOH the sum of Php 2.5M for a water supply system for barangay Anibongan which we are currently implementing.

            We are implementing currently the construction of a legislative building with a project cost of Php 7M. This will decongest offices that are located presently at the municipal building to improve the delivery of services by these offices.

            The total amount of these BUB projects which we are currently implementing is Php 8,890,000.00.

            As already stated, by next year, the BUB funds for our municipality is at least Php 15M.

            We received advised only four days ago of a Php 9M funding for the construction/Concreting the San Isidro-Mahanub farm-to-market road.

            Last year, we had been awarded the bronze Seal of Good Housekeeping which recognizes LGU’s with good practices in local governance. The Seal of Disaster Preparedness was given to us-one of only three municipalities in the province to have been awarded –in recognition of our disaster preparedness initiatives. We had been advised in advance that we will be awarded the silver Seal of Good Housekeeping which will be announced soon.

            All of these things I speak of my dear Gigaquitnons, are not just dreams which, like all dreams, will vanish upon awakening from a deep sleep. These are realities involving real people and real events. We will not delve with wishful thinking.
